Move some code out of init into placement
...
It makes more sense to delegate to `placement.lisp' the creation of
workspaces since it is also this file that sets my preferences in
terms of workspaces per window.

Add initial config
...
This is just some preliminary config in order to make StumpWM usable
and give it a nice look. I’m also mostly just playing around to see
how StumpWM works and behaves.
