Add RelayState enum to domain layer with:
- Display, Debug, Clone, Copy, PartialEq, Eq derives
- serde Serialize/Deserialize traits for API JSON handling
- Type-safe representation of relay on/off states

TDD green phase: Tests from T019 now pass.
